A federal grand jury has indicted Victor Charles Gibson, a 79-year-old Bahamian citizen, on charges of passport fraud and making a false claim to United States citizenship. The indictment was issued on November 18, 2025, following allegations that Gibson knowingly made false statements on a U.S. passport application in Carbon County, Pennsylvania, on March 29, 2025.
United States Attorney Brian D. Miller stated the indictment alleges that Gibson falsely represented himself as a U.S. citizen when applying for the passport.
The investigation was conducted by the U.S. Department of State. Assistant United States Attorney Tatum Wilson is handling the prosecution.
This case falls under Operation Take Back America, a nationwide initiative led by the Department of Justice that focuses resources on addressing illegal immigration and dismantling transnational criminal organizations and cartels. Authorities emphasized that indictments are only allegations and all defendants are presumed innocent until proven guilty in court.
