Charleroi staffing agency owner sentenced for tax evasion and harboring illegal aliens

A resident of Belle Vernon, Pennsylvania, has been sentenced to 30 months in federal prison and ordered to pay over $3.6 million in restitution. The sentencing comes after Andy Ha was convicted of failing to pay employment taxes and harboring individuals not legally authorized to be in the United States, as announced by Acting United States Attorney Troy Rivetti.

United States District Judge Cathy Bissoon delivered the sentence for Ha, who is 28 years old. In February 2025, Ha pleaded guilty to these charges.

Court documents revealed that Ha was the president and owner of Prosperity Services, Inc., a staffing agency located in Charleroi. He employed individuals without legal authorization to work in the U.S. and arranged for them to stay in a former hotel. Additionally, Ha filed false employment tax returns for the agency, reporting less than 10% of its employees. The remaining unreported employees resulted in a tax loss exceeding $3.1 million within one year.

Assistant United States Attorney William Guappone prosecuted this case on behalf of the government.

Acting United States Attorney Rivetti praised both the Internal Revenue Service-Criminal Investigation and Homeland Security Investigations for their roles in investigating and successfully prosecuting Ha.
