U.S. Immigration and Customs Enforcement (ICE) in Philadelphia announced the arrest of a 40-year-old convicted violent offender from Mexico as part of its “Worst of the Worst” enforcement initiative. The announcement was made in a press bulletin.

According to ICE – Philadelphia, Oscar Arturo Sanchez Mondragon, a Mexican national previously convicted in Boone County, Kentucky, of second-degree manslaughter and tampering with physical evidence, was arrested on November 17. Court records indicate he was sentenced to 14 years in state prison for these crimes. Following his release, ICE Enforcement and Removal Operations took him into custody for immigration violations under the agency’s “Worst of the Worst” program, which targets violent criminal noncitizens who pose ongoing threats to public safety.

ICE Enforcement and Removal Operations (ERO) reported that officers arrested more than 4,000 noncitizens with homicide or manslaughter convictions in fiscal year 2024. These arrests represented a 9% increase from 2023, reflecting a strengthened federal focus on violent offenders under initiatives such as “Worst of the Worst” and “Operation Cross Check.”

The Kentucky State Police’s 2024 Crime in Kentucky report recorded 372 homicide and manslaughter cases statewide, marking a modest decline from previous years. However, Boone County and nearby jurisdictions reported an uptick in violent crimes involving foreign nationals and repeat offenders, prompting closer cooperation with federal immigration authorities.

U.S. Immigration and Customs Enforcement (ICE), established in 2003 and headquartered in Washington, D.C., operates under the Department of Homeland Security. It enforces immigration law, investigates transnational criminal networks, and removes individuals posing threats to public safety or national security. The Philadelphia Field Office oversees enforcement across Pennsylvania, Delaware, and parts of Kentucky, coordinating multi-agency initiatives like “Operation Cross Check” and “Worst of the Worst” to target high-priority violent offenders.
