U.S. Immigration and Customs Enforcement (ICE) Philadelphia announced the arrest of Tevaughn Terrell Ellison, a 25-year-old Jamaican national with prior convictions for racketeering, attempted murder, and assault with a deadly weapon.
According to ICE Philadelphia’s Enforcement and Removal Operations (ERO) division, their efforts focus on noncitizens who pose threats to community safety or national security. In this instance, officers apprehended Ellison, who had been previously convicted of racketeering conspiracy, attempted murder, assault with a dangerous weapon, and firearm offenses in aid of racketeering. His four years and six months federal prison sentence highlights the gravity of his offenses. ICE Philadelphia routinely carries out such arrests to ensure the lawful removal of dangerous foreign nationals after they complete their criminal sentences.
ICE reported that in Fiscal Year 2024, its Enforcement and Removal Operations conducted over 170,000 removals of noncitizens, with 92% having prior criminal convictions or pending charges. The agency continues to prioritize individuals involved in violent crimes, gang activity, and transnational offenses. Ellison’s arrest aligns with ICE’s operational priorities aimed at maintaining public safety through targeted enforcement actions against high-risk offenders.
More than 8,000 noncitizens were prosecuted for violent or gang-related crimes in 2023, marking a 15% increase compared to 2021, according to the U.S. Department of Justice. Federal prosecutors emphasize that these cases are crucial to efforts to dismantle transnational criminal networks contributing to violent crime rates across major U.S. cities.
U.S. Immigration and Customs Enforcement (ICE), founded in 2003 and headquartered in Washington D.C., operates under the Department of Homeland Security. The agency’s core mission is enforcing immigration laws, combating cross-border criminal activity, and protecting public safety. ICE’s two primary divisions—Homeland Security Investigations (HSI) and Enforcement and Removal Operations (ERO)—conduct criminal investigations and oversee the detention and deportation of removable noncitizens. ICE Philadelphia serves as a regional office executing these federal mandates across Pennsylvania and surrounding areas.
