Senator Dan Laughlin announced on April 15 the approval of $10 million in funding through the Pennsylvania Infrastructure Investment Authority to support upgrades to Erie’s water infrastructure.
The funding is intended to help improve water quality, modernize local systems, and protect public health for thousands of residents. The investment will support Phase 5 of the Erie City Water Authority’s project to replace about 1,250 aging service lines that were previously connected to lead components.
“Investing in safe, reliable water infrastructure is essential to protecting public health and supporting long-term economic growth in our communities,” Laughlin said. “This project will improve water quality for residents while ensuring the Erie City Water Authority can continue delivering dependable service for years to come.”
The financial package includes both a low-interest loan and significant grant funding. This approach aims to reduce costs for local ratepayers while allowing necessary improvements to proceed. More than 56,000 households served by the authority—including those in Erie and surrounding areas—are expected to benefit from these upgrades. “Without PENNVEST support, these necessary upgrades would place a significant financial strain on local families,” Laughlin said. “This funding allows us to move forward with critical improvements while keeping costs manageable for residents.”
According to the official website, Laughlin has secured investments including more than $3 million in state tax credits for organizations in Erie County, $10 million specifically earmarked for water infrastructure improvements, and $13.4 million directed toward federal broadband expansion efforts. His legislative focus has included policies aimed at job creation, reducing government spending and regulatory pressures on businesses, as well as promoting reforms that increase government accessibility and accountability according to his official website.
Laughlin serves as chair of the Senate Law and Justice Committee according to his official website. He grew up in Erie as the son of a decorated World War II veteran before building a career as a small business owner according to his official website. Representing nearly all of Erie County—including its city center—he oversees numerous townships and boroughs within Pennsylvania’s 49th Senatorial District according to his official website.
Construction on this phase of water line replacements is expected later this year.
