United States Attorney David Metcalf announced the sentencing of Hassan Elliott, also known as “Haz,” to 900 months in prison. Elliott, 26, from Philadelphia, was sentenced by United States District Judge Juan R. Sánchez for the fatal shootings of Philadelphia Police Sergeant James O’Connor and three others. The crimes were connected to his involvement with a violent drug trafficking organization operating in Northeast Philadelphia.
Elliott and several associates, including Khalif Sears (“Leaf” or “Lil Leaf”), Kelvin Jimenez (“Nip”), and Dominique Parker (“Dom”), faced charges in March 2023 related to conspiracy under the Racketeer Influenced Corrupt Organization (RICO) Act. These charges stemmed from murders and other offenses linked to their criminal activities.
In January, Elliott and Sears pleaded guilty to multiple charges, including RICO conspiracy and causing the death of Sergeant O’Connor by firearm. Meanwhile, Jimenez and Parker were convicted at trial in March for racketeering conspiracy and related crimes.
The events leading to these convictions include an incident on March 13, 2020. Elliott fired upon police officers executing an arrest warrant at a stash house on Bridge Street, resulting in Sergeant O’Connor’s death.
Sears, Parker, and Jimenez await sentencing.
U.S. Attorney Metcalf stated: “Hassan Elliott murdered a police officer who was protecting and serving his community… The punishment Mr. Elliott received today is justice for these outrageous crimes.”
Eric DeGree from the ATF added: “Criminal gang members can’t hide from the mayhem they inflict… Thanks to the diligent work in partnership with the Philadelphia Police Department and U.S. Attorney’s Office.”
The case involved investigations by the ATF and Philadelphia Police Department, prosecuted by Assistant United States Attorneys Ashley Martin, Christopher Diviny, and Lauren Stram.
