Missouri woman pleads guilty in Pittsburgh federal court to laundering in fraud scheme

A Kansas City, Missouri woman has pleaded guilty in federal court to a charge of money laundering conspiracy in connection with an international grandparent fraud scheme, according to United States Attorney Troy Rivetti.

Genesis Delgado Rosa, 31, entered her plea on February 2, 2026 before Senior United States District Judge Nora Barry Fischer. Prosecutors stated that Rosa was involved in a conspiracy run by an organized crime group based in the Dominican Republic. The group contacted elderly individuals by phone, pretending to be a relative—often a grandchild—in distress and requesting immediate cash, usually to cover bond for criminal charges.

Victims were instructed to withdraw cash from their banks and hand it over to ride share drivers who would transport the funds across state lines and deliver them to conspirators.

Rosa’s role included arranging through her ride share account for collection of stolen money from victims and depositing those funds into bank accounts she managed at the direction of higher-level participants. She also opened a bank account under a false name using fraudulent identification documents and deposited proceeds from the scheme into that account. These funds were then used to pay ride share drivers who transported the illicit money.

Sentencing is scheduled for April 23, 2026. Rosa faces up to 20 years in prison and a possible fine of $500,000. The final sentence will depend on federal guidelines that take into account the severity of the offense and any prior criminal record.

Assistant United States Attorney Brendan T. Conway is prosecuting the case for the government. The Federal Bureau of Investigation led the investigation resulting in Rosa’s prosecution.
