Pennsylvania enacts Midwifery Modernization Act to expand maternal healthcare access

The Pennsylvania Senate Republican Caucus said in a post on X that Sen. Rosemary Brown’s Midwifery Modernization Act has been signed into law.

The caucus said Senate Bill 507, now Act 14 of 2026, updates standards for certified midwives and expands maternal health care access across Pennsylvania.

The law modernizes licensure requirements for certified midwives, improves collaboration with physicians, and expands prescription authority, including for substance use disorder treatment, according to the Pennsylvania Senate Republican Caucus.

The March of Dimes tracks maternity care deserts and access to birthing facilities across the United States. The organization says gaps in maternity care access can increase travel burdens for pregnant women and families.

The Commonwealth Fund said expanding the role of midwives could help address maternal care shortages and improve access to maternity care. The organization said midwifery care is associated with fewer cesarean sections, lower preterm birth rates, and improved outcomes for mothers and infants.
