Harry Dallas, a 44-year-old Philadelphia resident, was convicted on Mar. 31 of manufacturing child pornography after a federal trial. United States Attorney David Metcalf announced that Dallas was found guilty of videorecording himself engaged in sex acts with an underage girl.
The case highlights ongoing efforts by law enforcement to address crimes involving the exploitation and abuse of minors. Authorities say such prosecutions are part of broader initiatives to protect vulnerable children from sexual predators.
According to evidence presented at trial, Dallas encountered a runaway teenager in Center City in June 2023. The girl, who was 15 years old and had been missing from her home state for several weeks, had no money or shelter at the time. Prosecutors said Dallas drove her to his home in Northeast Philadelphia where he sexually abused her over several days and filmed videos and photos depicting explicit acts using his cellphone.
In 2024, the FBI executed a search warrant on Dallas’s cloud-based account and discovered the incriminating images and videos taken during June 2023. He is scheduled for sentencing on June 8 and faces a maximum possible term of up to 90 years in prison.
This prosecution is part of Project Safe Childhood, an initiative launched by the Department of Justice in May 2006 aimed at combating child sexual exploitation through coordinated efforts among federal, state, and local agencies.
