Three Philadelphia residents, Rasheen Harvey-Fields, 18, Tavon Fry, 20, and Saair Steele, 21, have been charged by a superseding indictment with conspiracy to commit multiple carjackings and related firearms offenses. The announcement was made by United States Attorney David Metcalf.
Harvey-Fields and Fry appeared in federal court in Philadelphia this week for their initial hearings. Steele had his initial appearance last week. All three are currently being held in federal custody.
According to the superseding indictment, from June 25 to at least July 11, 2025, the defendants and others allegedly conspired to steal vehicles at gunpoint. The indictment states that these stolen vehicles were sometimes used to commit additional crimes such as robbery and aggravated assault.
The indictment further alleges that the suspects sometimes posed as buyers or sellers of marijuana to mislead victims before carrying out the carjackings. In other instances, they targeted individuals who were exiting their vehicles.
The charges involve a total of eleven carjackings within Philadelphia during this period:
– June 25: 1400 block of Bouvier Street (Harvey-Fields and others)
– June 28: 3100 block of West Arizona Street (Harvey-Fields and others)
– June 29: 3100 block of West Arizona Street (Harvey-Fields, Fry, and others)
– July 1: Intersection of 11th and Wallace streets (Harvey-Fields and others)
– July 3: 1700 block of North 60th Street (Harvey-Fields, Steele, and others)
– July 3: 700 block of South 55th Street (Harvey-Fields, Steele, and others)
– July 3: 6000 block of North 5th Street (Harvey-Fields and others)
– July 6: 6100 block of West Girard Avenue (Harvey-Fields and others)
– July 6: 600 block of West Cumberland Street (Harvey-Fields, Steele, and others)
– July 7: 3100 block of West Arizona Street (Harvey-Fields and others)
– July 7: 2100 block of Natrona Street (Harvey-Fields and others)
If convicted on all counts, each defendant could face a maximum sentence of life imprisonment.
The investigation was conducted by the Philadelphia Police Department along with the Bureau of Alcohol, Tobacco, Firearms and Explosives. Special Assistant United States Attorneys Branwen McNabb O’Donnell and Shannon Zabel are prosecuting the case.
“The charges and allegations contained in the superseding indictment are merely accusations. Every defendant is presumed to be innocent unless and until proven guilty in court,” according to the U.S. Attorney’s Office.
