Two men indicted in Lehigh Valley-area drug cases

United States Attorney David Metcalf announced on Apr. 1 that two men have been charged in separate drug-related cases in the Lehigh Valley area, following the unsealing of indictments.

The charges highlight ongoing efforts to address illegal drug distribution and related criminal activity in the region.

According to the indictments, Richie Rivera, 33, of Reading, Pennsylvania, was charged with possession with intent to distribute heroin, fentanyl, cocaine, and methamphetamine. Authorities allege that on or about February 24 in Berks County, Rivera was found with approximately 1.24 kilograms of heroin; about 435 grams of a mixture containing fentanyl, medetomidine, and xylazine; around 711 grams of cocaine; and roughly 206 grams of methamphetamine. The indictment also states that Rivera had previously been convicted in October 2023 for conspiracy to distribute controlled substances. If convicted on these new charges, he faces a maximum possible sentence of life imprisonment. The case is being investigated by the Reading Police Department and the Drug Enforcement Administration (DEA), with prosecution led by Assistant United States Attorney Rosalynda M. Michetti.

In a separate case from Northampton County, Samuel Paulino, 51, of Union City, New Jersey was indicted for possession with intent to distribute heroin and cocaine. Prosecutors allege that on or about March 2 Paulino possessed approximately four kilograms of heroin and six kilograms of cocaine. He also faces a maximum possible sentence of life in prison if convicted. The Pennsylvania State Police and the DEA are investigating, with Assistant United States Attorney Robert Schopf prosecuting.

These cases are part of Operation Take Back America, which the Department of Justice describes as a nationwide initiative aimed at countering illegal immigration, eliminating cartels and transnational criminal organizations, and protecting communities from violent crime.

Officials remind the public that the charges and allegations contained in these indictments are accusations only. “Every defendant is presumed to be innocent unless and until proven guilty in court.”
