A federal grand jury has indicted Colin Best, a 40-year-old resident of Williamsport, Pennsylvania, on charges related to the production and possession of child sexual abuse material. The indictment alleges that Best produced child pornography on April 28, 2024, attempted to produce child pornography on August 10, 2024, and possessed images of child sexual abuse between April and October of 2024.

United States Attorney Brian D. Miller announced the charges. The investigation was conducted by the FBI, Williamsport Bureau of Police, and the Lycoming County District Attorney’s Office. Assistant United States Attorney Alisan V. Martin is prosecuting the case.

The case is part of Project Safe Childhood, an initiative launched in May 2006 by the Department of Justice to address child sexual exploitation and abuse. The program brings together federal, state, and local resources to prosecute offenders and identify victims. More information about Project Safe Childhood can be found at www.usdoj.gov/psc.

According to the announcement: “Indictments are only allegations. All persons charged are presumed to be innocent unless and until found guilty in court.”

If convicted of the most serious offense, Best faces a maximum penalty under federal law of up to thirty years in prison, supervised release after imprisonment, and a fine. Sentencing would be determined by a judge based on federal statutes and sentencing guidelines.
