Wayne County issued the following announcement on Apr 2.
As businesses and local government amend operations per the COVID-19 public health crisis, the Board of Commissioners wants to assure residents that Wayne County is fully equipped and prepared for the new June 2nd primary election date.
On Friday, March 27th, Governor Wolf signed Senate Bill 422 to postpone the Pennsylvania General Primary from Tuesday, April 28th to Tuesday, June 2, in response to the Coronavirus Pandemic sweeping the nation. The Wayne County Bureau of Elections has been preparing for the upcoming primary for several months and will continue to adjust as the situation changes.
Currently, the County is ready and its polling locations will be operational on June 2, 2020 with the exception for Dyberry Township. The voters of Dyberry Township usually cast their votes at the Bethany Village Assisted Living Facility. In response to the pandemic and to keep their residents safe, Bethany Village has restricted visitors and the use of their building for events, including the upcoming primary. Wayne County has secured an alternate location and will announce the location in the future. If there are changes to polling locations because of continued concerns about public gatherings, those accommodations will be made and advertised.
The Wayne County Commissioners want to assure everyone that the primary elections will happen and the Pennsylvania Primary will take place on June 2, 2020. If mandated, Wayne County is able to process a 100% mail-in ballot vote. The Bureau of Elections Office is staffed and is actively processing voter registrations and mail-in/absentee ballot requests daily. The newly purchased voting equipment has been received and the essential staff have been trained. The county is still using an optic-scan paper ballot system and most voters will not notice a change. Voters that need to use the mandated ADA compliant Ballot Marking Device will be able to use the new equipment.
Public access to the Courthouse has been restricted to protect both County employees and the public. Voter registration and registration changes can be processed online at www.votespa.com. Voters who qualify, can request absentee ballots on that site. Voters that have concerns about attending their polling location, or wish to vote by mail rather than in person may apply for a mail-in ballot at VotesPA.com/ApplyMailBallot. For those without access to a computer, please call 570-253-5978 and request applications to be mailed to you. To abide with Governor Wolf’s “Stay at Home” order, we will not open the elections office to the general public to pick up the applications. If you need further assistance, please call 570-253-5978.
We encourage anyone who has concerns about voting at a polling location, to vote early. Mail-in ballots can be requested now, and returned as soon as they are completed. Current state law requires that absentee and mail-in ballots are not opened or counted prior to 7 a.m. on election day, and those results will not be reported or posted until after the close of polls at 8 p.m.
