The National Federation of Independent Business (NFIB), recognized as Pennsylvania's leading small business advocacy group, has outlined its primary legislative priorities for the 2025 session. Greg Moreland, NFIB Pennsylvania State Director, expressed optimism among small business owners, stating: “Pennsylvania small business owners are reporting the highest level of optimism since 2018, and the General Assembly should work across the aisle to ensure that optimism isn’t deterred this session.”

Moreland highlighted concerns from the previous legislative session regarding various mandates perceived as detrimental to small businesses. He urged lawmakers to avoid such legislation and instead promote policies beneficial to the small business economy.

Among its key priorities, NFIB opposes several mandates affecting small businesses. These include salary disclosure requirements on job postings, unpaid parental leave for school functions, a proposed four-day workweek pilot program, extended paid leave policies, and allowing customer access to employee-only restrooms.

The organization also stands against any increase in minimum wage due to potential adverse effects on small businesses. In terms of energy policy, NFIB opposes restrictions on consumer choice regarding energy products and criticizes Governor Shapiro's proposed tax plan.

Tax fairness remains a priority for NFIB with an emphasis on repealing the Accelerated Sales Tax prepayments provision. Additionally, they advocate for more healthcare options like Association Health Plans while opposing new healthcare mandates.
