Greg Moreland, the NFIB Pennsylvania State Director, expressed disappointment with Governor Josh Shapiro's recent budget proposal. The statement came after Shapiro's address to the Pennsylvania General Assembly.

"We are disappointed that Governor Shapiro’s budget proposal doesn’t include more policies that will actually ignite economic growth throughout the Commonwealth," Moreland stated. He criticized the proposed increase in minimum wage, arguing it would raise business costs and negatively impact small businesses already struggling with inflation, worker shortages, and government mandates.

Moreland further commented on government practices: "Government continues to cherry-pick winners and losers with tax credits and programs that only pertain to small populations, rather than simplifying the tax code and making it fair for everyone." He advocated for reducing regulatory burdens and cutting government spending to allow small businesses in Pennsylvania to prosper.

He urged state leaders to consider policies promoting growth and strengthening the small business economy. Last week, NFIB released its 2025 Top Legislative Priorities for the Pennsylvania General Assembly session.
